Tire industry deep in confidence crisis, revising standard multi-headed management or will be difficult to produce

At the same time, it also made many new products face the embarrassing situation of being out of standard, unable to carry out 3C certification and often encounter fines.

Netease Automobile learned from the relevant national ministries and commissions and the Rubber Industry Association that a series of industry standards for tires have been put on the agenda, and a process standard specifically for radial tires is being brewed.

However, whether or not the implementation can be smoothly implemented requires a question mark.

Standards are often penalized for missing new products

It is understood that China's current tire standards are implemented in 1997, including mandatory standards and recommended standards. The mandatory standards are mainly "GB9743-1997 passenger tires" and "GB9744-1997 truck tires." The recommended standards are "GB/T2978-1997 Car Tire Series" and "GB/T2977-1997 Truck Tire Series."

Chen Rongzhang said that although the above standards were issued in 1997, the standard-setting work actually started in 1994 and was reported to the relevant national authorities in 1996. Therefore, the time for the establishment of the current standard has been 14 years ago and it is far from meeting the needs of the tire industry.

According to statistics, about 60% of the specifications for heavy-duty tires currently on the market and about 35% of sedan tires are not available in current standards.

Professor Chen added that the direct loss caused by the serious backwardness of the standard to the enterprise is the new product that is not developed in the national standard. It has repeatedly been seized and punished by the industrial and commercial and quality inspection departments in the market.

This view was recognized by many tire companies represented by Shandong Linglong tires. According to reports, because 3C certification is based on the national mandatory standards for technical performance requirements certification, while referring to the national recommended standards of the standard, so the products that are not in the national standard can not currently carry out 3C certification.

However, the market requires more and more new specifications. Some of the specifications required for export are sometimes sold domestically, and these products cannot carry out 3C certification. Therefore, when these products are subject to industrial and commercial inspections and inspections by quality inspection departments, they are often condemned as unqualified products and have been seized and punished. Companies often need to go to the national 3C certification department to prove that their products are qualified. However, this proof is not recognized by the industrial, commercial and quality inspection departments of all places.

At the same time, Chen Rongzhang also mentioned that the “Three Guarantees” regulations generally observed in the automobile maintenance industry do not involve tire products, and insurance companies do not cover tires and other consumables. In the current Regulations on the Supervision and Administration of Recall of Automobile Products, the scope of recall management is also limited to the entire vehicle, excluding tires and other important parts and components.

Reconsideration of standards for multi-headed management or dystocia

However, Netease Automobile learned from the relevant person in charge of the State Administration of Quality Supervision that the “Regulations on the Supervision and Management of the Recall of Automobile Products” has been under discussion and amendments, and the recalled management scope plan has been extended to important parts such as tires. At the same time, the relevant person in charge of the China Rubber Industry Association also stated that the entire industry attaches great importance to the recent series of incidents of tire companies. At the same time, taking into account the continuous improvement of international standards, it is actively studying a The technical standards for radial tires will involve all aspects of radial tire manufacturing and detection methods. Among them, the blending standards for recycled rubber will be further improved.

However, a person in charge of the company, who asked not to be named, stated that in fact, as early as 2001, the National Technical Committee for Standardization of Wheel Rims organized a comprehensive revision of the tire standards and completed the report by the end of 2003, but the ministries Incompatibility with the formation of long carriages has resulted in these standards not yet being implemented.

According to the relevant national regulations, the preparation and revision of national standards is first reported to the plan.
