The national IV emission standards vary from country to country

On the eve of the fourth national discharge limit, Premier Li Keqiang of the State Council presided over the State Council executive meeting held on June 14th. The Central Government has launched the “Ten Record” of air pollution prevention and control, among which the emission of motor vehicle exhaust has been listed as the focus of pollution control.

Subsequently, local governments in Beijing, Shanghai, Nanjing, Ningbo, and other places have issued detailed rules for the implementation of the National IV emission standards on July 1. However, the contents of the relevant rules and regulations related to the country's four emissions are different, and the enforcement efforts are also different. The issuing units are mainly concentrated in the local environmental protection departments, and the transportation departments do not participate very much.

The inventory is as follows for reference.

Beijing: Starting from July, the three cars in the country can't be on the cards but there are loopholes

Starting from July 1, Beijing will implement two national four emission standards for heavy-duty gasoline vehicles and heavy-duty diesel vehicles. At the same time, the country’s three heavy-duty trucks will not be able to sell and license in Beijing.

It is reported that starting from July 1, Beijing will no longer accept automotive (engine) companies to declare the country's three heavy-duty truck (engine) environmental protection catalog, stop publishing heavy-duty truck (engine) national three environmental protection catalog, has released the national three environmental protection catalog at the same time Retired, and do not apply for environmental protection procedures for vehicles that do not meet the fourth stage emission standards. In addition, heavy-duty diesel vehicles for public transport and sanitation use continue to implement Phase V emission standards.

At the same time, the Ministry of Environmental Protection stated that all purchases made prior to June 30, 2013 (according to the date of the official invoice for the purchase of automobiles) and those transferred from other provinces and municipalities to the city (registration of the registration date of the motor vehicle registration certificate as Quasi) Three national standard heavy vehicles, can continue to apply for environmental protection procedures. This provision can completely enable the national triple card to continue to sell after July 1st.

Therefore, a heavy-duty truck dealer in Beijing confessed that for Beijing's National IV emission regulations, all national triple-stock trucks need to be invoiced ahead of July 1st, and then continue normal sales in the second half of the year.

Shanghai: attaches great importance to environmental protection and joint public security departments

Recently, the Shanghai Municipal Environmental Protection Bureau and the Shanghai Municipal Public Security Bureau issued the “Notification on the Implementation of National Phase IV Motor Vehicle Emission Standards (National Four Standards) for Diesel Vehicles and Heavy Gasoline Vehicles”, saying that since July 1, 2013, all The diesel vehicles and heavy-duty petrol vehicles registered in Shanghai with registration of motor vehicles (including those transferred from other provinces and cities), whose “air pollutant discharge must meet the national fourth-phase emission limit requirements”, will not reach the fourth The model of the stage emission limit "stop registration".

With regard to the implementation of the National IV, Shanghai is paying special attention. Unlike most regions where implementation requirements are issued by local environmental protection agencies, Shanghai is jointly issued by local environmental protection bureaus and public security bureaus to issue notices on the implementation of State IV. The degree of attention is evident.

Ningbo: Low-key Implementation of State IV Emissions

According to the Ningbo Evening News, the Ningbo Environmental Protection Bureau recently revealed that starting from July 1, Ningbo City will fully implement the fourth phase of national vehicle emission standards, namely the National IV standard. By then, all new diesel vehicles and heavy-duty petrol vehicles registered in Ningbo (including other provinces and municipalities) must comply with the National IV standard, while single gas-fueled vehicles must comply with the National Five standard.

At the same time, after the diesel vehicles and heavy-duty petrol vehicles transferred from other provinces and cities were audited by the municipal environmental protection department, the traffic police department of the Ningbo Municipal Public Security Bureau handled the transfer formalities. For the motor vehicles of other provinces and cities that do not meet the National IV standard, transfer procedures will not be processed.

However, news about the implementation of the State Fourth News, in addition to the Ningbo Evening News reported, other media coverage of this is almost hard to glimpse.

Nanjing: Motor Vehicles Entering "National IV"

The Nanjing Environmental Protection Bureau recently issued a message that since July 1, all diesel vehicles with a maximum total mass of more than 3,500 kg registered in Nanjing (including other provinces and municipalities) must meet the requirements of the “National IV” standard; otherwise, The department will not register.

It is reported that from January 1, 2011 onwards, Nanjing has implemented the “National IV” emission standard for the registration of light-duty gasoline vehicles, and on April 1 this year, it will implement this standard ahead of light diesel vehicles and heavy-duty gasoline vehicles.

From July 1, all heavy-duty diesel vehicles in Nanjing will be upgraded to the "National Standard," while the 30,000-odd emission standard for high emission yellow-label vehicles will be introduced in the near future. By then, Nanjing Motors will fully enter the “National Times.”

Foshan City: Vehicle Management Department directly under the implementation of the State Fourth

In mid-June, a report from the Automobile Industry Association of Foshan City, Guangdong Province, said that the vehicle management department issued a notice that the implementation of the four-grade standard for diesel vehicles was imminent.

It is reported that from July 1, all heavy-duty diesel vehicles produced, imported, sold, and registered in Foshan must meet the National IV emission standards. Relevant persons predict that after the implementation of this policy, the licensing of diesel vehicles in Foshan will have a greater impact; in addition, the relocation and relocation of diesel-powered used vehicles will also be affected.

Chengdu: Non-national four-vehicles are not on the card

In accordance with the notice issued by the Chengdu Environmental Protection Bureau, it is stipulated that from July 1 onwards, any type of compression-ignition engine vehicle (diesel vehicle) and heavy-ignition engine vehicle (heavy-duty gasoline vehicle) that does not meet the requirements of the National IV emission standard, or Heavy-duty gas-fueled ignited engine vehicles (heavy gas-fueled vehicles) that meet the requirements of the National Five-Emission Standard may not be sold or registered.

In addition, the traffic management departments of public security agencies that do not comply with the emission standards set out in this circular shall not be registered for the vehicles that are not included in the environmental protection bulletin; the vehicles transferred to the city from other places shall be implemented with reference to the relevant regulations for the registration of new vehicles in this Municipality; The sales company will stop selling vehicles that do not meet the above requirements starting on July 1.
