The manufacturing of clean energy equipment, including offshore wind power, has become a key promotion project for the Lingang Industrial Zone, and it is under the general trend of the state to increase support for clean energy. Prior to this, the "Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries" has clearly listed seven industries such as energy conservation and environmental protection, new energy, new materials, and new energy vehicles as strategic emerging industries, and today's Tianjin Port clean energy equipment manufacturing. The industrial park will surely serve the seven strategic emerging industries better.

At the same time, the offshore wind power policy that “can only be seen as unable to eat” has become clear. On January 22 this year, the National Energy Administration and the State Oceanic Administration jointly issued the Interim Measures for the Management of Offshore Wind Power Development and Construction, which explicitly supports the development of domestic offshore wind power companies. Its rigid regulations stipulate that “foreign wind power development and investment enterprises are Chinese-funded enterprises or Chinese-funded companies account for more than 50% of shares”, which has contributed to the continuous rise of domestic offshore wind power industry.

The national support for offshore wind power has achieved significant results. On February 27 this year, all the 3 MW offshore wind turbine demonstration projects for the Shanghai Donghai Bridge 100,000-kilowatt offshore wind demonstration project were successfully installed. This project, with a total investment of 2.265 billion yuan, has all its wind power equipment produced by domestic wind power enterprises.

At the promotion meeting, the business community responded positively to the investment promotion policies for clean energy in Lingang Industrial Zone. According to sources, on the day of the promotion, the Steel Group had already signed an investment cooperation agreement with Guodian Group to jointly invest in the development of Dagang regional wind power projects.

Lingang Industrial Area is one of the nine functional areas in Binhai New Area, which bears the heavy responsibility of Tianjin to build an international port city, a northern economic center, and an ecological city. It is understood that the district will integrate the four functional areas of port functions, industrial clustering, logistics development, and ecological environment into one, and move toward the goal of a new maritime city with core strategic resources and complete functions.

It is understood that Lingang Industrial Zone has made sufficient preparations for its promotion projects. According to the organizers of the promotion briefing, by the end of 2010, the first-phase construction of Lingang Industrial Zone had accumulated 6.3 billion yuan in investment, built a coastline of 15 kilometers, and enclosed 51 square kilometers of the area.
