In order to make energy-saving specific, "plan" clearly put forward some rigid requirements, such as energy conservation according to law, so that energy conservation from persuasion, encouragement gradually turned to law enforcement, and resolutely stop all kinds of waste of energy resources. In addition, the "Plan" clearly stipulates that the assessment and assessment of various targets and tasks for decomposition should be strengthened, and a strict accountability and accountability system should be implemented; at the same time, backward production capacity must be eliminated and the blind expansion of the "two high" industries must be strictly controlled.

At the same time, the "planning" also expressed that it will vigorously support the industrialization of advanced energy-saving technologies, energy-saving technological transformation, energy-saving products to benefit the people project, urban sewage and garbage treatment facilities, flue gas desulfurization and denitrification, clean production, heavy metal pollution control and other key projects Construction. At the same time, the "12th Five-Year Plan" period will also improve the policy mechanism, rationalize the relationship between coal, electricity, oil, gas, water, minerals and other resource products, strictly implement the differential power price, punitive electricity price and desulfurization price.

Han Wenke also said that although the energy saving target was adjusted to 16% during the “12th Five-Year Plan” period, it was becoming increasingly difficult. In the earlier period, China closed many high-energy-consuming industries. There is not much space left for the further closure of enterprises during the “12th Five-Year Plan” period. Therefore, he believes that the energy saving and emission reduction during the “12th Five-Year Plan” period, especially energy conservation, will depend on the application of new technologies to promote and, at the same time, combine the transformation of industrial structure and product structure. Take coal-fired industrial boilers as an example. At present, there are about 480,000 coal-fired industrial boilers in China, with an annual consumption of about 600 million tons of raw coal, accounting for about 20% of the country’s total coal consumption. Each year, about 2 million tons of smoke and 6 million tons of sulfur dioxide are emitted. Tons, second only to coal-fired power generation, is the second largest source of soot pollution.
