Ministry of Industry and Information Technology: Automobile mandatory recycling standards will be introduced

The Ministry of Industry and Information Technology has worked with relevant departments to study and formulate relevant mandatory standards, and the standards for the recycling of automobiles will be issued.

According to a report by Beijing Commercial Daily, as the world’s largest automobile production and sales country, China’s civilian vehicle ownership has exceeded 100 million in 2011, and the number of vehicles scrapped exceeds 4 million. It is expected that the amount of scrapped vehicles will exceed 14 million by 2020.

The recycling and dismantling of end-of-life vehicles involved safety, environmental protection, and resource utilization. In 2001, the State Council promulgated a scrap vehicle recycling and utilization method, which marked the beginning of the legalization of end-of-life vehicle recycling management. However, Chen Yuehong, Director of the Planning Department of the Department of Market System Construction of the Ministry of Commerce pointed out that the laws for recycling, dismantling, and mandatory scrapping still need to be further revised and improved, and the market access system for recycling and dismantling needs to be improved. For example, the provisions of laws and regulations can no longer meet the needs for the remanufacturing of auto parts and, to a certain extent, the benefits of recycling and dismantling companies.

It is reported that for a long time, the end-of-life operation of the end-of-life vehicle recycling and dismantling industry has led to lagging technical means, unregulated working procedures, and low levels of environmental protection and resource utilization. In addition, scrapped plants did not sell off scrapped vehicles as required, and the phenomenon of illegal recycling, dismantling, and reselling scrapped vehicles still existed. This not only impacted the normal recycling and dismantling enterprises, but also disrupted the normal order of recycling and dismantling. More importantly, it has brought serious risks to road traffic safety, environmental protection, and resource utilization.
