Jiangsu intends to implement differential prices for high-energy-consuming enterprises
The 16th meeting of the Standing Committee of the 11th National People's Congress of Jiangsu Province held yesterday said that Jiangsu intends to implement a differential pricing system for enterprises in major energy-consuming industries.
According to the relevant person in charge of the Jiangsu Provincial Economic and Information Technology Commission, the energy consumption of the province's GDP per year decreased by 17.3% during the first four years of the 11th Five-Year Plan, but the province’s total energy consumption is large, rapid growth, and high intensity. Still more serious. According to the requirements of the state, the localities have studied and formulated policies to increase the over-quota price of energy consumption, used economic means to guide and regulate the energy use behavior, and encouraged the energy-using units to reduce energy consumption and improve energy efficiency. With reference to the regulations of Guangdong and other provinces, Jiangsu implements energy-saving pricing and charging policies for energy consumption, and guides energy-consuming units to conserve energy. Article 45 of the Regulations (Revised Draft) stipulates that a differentiated price system should be implemented for enterprises in major energy-consuming industries.
According to some practices of other provinces, enterprises in major energy-consuming industries are concentrated in high energy-consuming industries such as electrolytic aluminum, calcium carbide, and ferroalloy. At present, the National Development and Reform Commission has implemented differential electricity price policies for electrolytic aluminum, ferroalloy, calcium carbide, caustic soda, cement, steel, yellow phosphorus, and zinc smelting. From June 1, 2010, it will limit the standard of electricity tariffs imposed by companies. From the current 0.05 yuan per kilowatt-hour to 0.10 yuan, the rate-of-exemption standard for obsolete enterprises has been raised from the current 0.20 yuan per kilowatt-hour to 0.30 yuan. Starting from July, some areas including Guangdong are interested in adopting more stringent punitive electricity prices. Relevant persons pointed out that with the further improvement of Jiangsu's energy-saving regulations, for high-energy-consuming enterprises, only by accelerating the industrial transformation and upgrading can we obtain the living space.
