Access to new standards for new energy vehicles hinders industrial development
Yesterday, the Ministry of Industry and Information Technology announced the “Regulations on the Management of New Energy Vehicle Production Enterprises and Product Accessâ€, which will be implemented on July 1st and will apply until December 31st, 2010. Compared with the standards issued by the Development and Reform Commission in 2007, the Ministry of Industry and Information Technology has The sub-developed standards have refined the products of the three technical stages of new energy vehicles.
Li Shengmao, a researcher at China Investment Advisor New Energy Automobile Industry, pointed out that the prospects for the development of power lithium-ion battery vehicles in new energy vehicles are currently optimistic. However, the standards set by the Ministry of Industry and Information Technology are not conducive to the popularization and promotion of lithium battery vehicles nationwide. Further, This may hamper the overall development of China's new energy automotive industry.
It is reported that the new standards announced this time have been divided in detail for the technical stage of new energy vehicles based on the types of energy storage devices, and they are indicated to apply before December 31, 2010. The new standards are divided into three different technical stages: starting phase, development phase, and maturity phase, according to the maturity of new energy vehicles, systems, key assembly technologies, and the degree of improvement of national and industrial standards and the degree of industrialization.
The initial stage product refers to the implementation path of the technical principle is still in the early stage of research, lack of national and industry related standards, products that have not yet been industrialized. Fuel cell vehicles, hydrogen engine vehicles, and DME vehicles are included in this category.
The products in the development period refer to the products whose basic implementation path of technical principles is basically clear and whose national and industrial standards have not yet been perfected. Hybrid passenger cars powered by lithium-ion power batteries, commercial vehicles, and pure electric vehicles fall into this category. However, pure-electric commercial vehicles produced by lithium-ion power batteries are at the starting stage.
Mature products refer to products whose production path of technology principles is clear, product technology and production technology are mature, national and industrial standards are basically complete, and can enter the industrialization stage. Lead-acid batteries produced by hybrid passenger cars, pure electric passenger cars and pure electric commercial vehicles fall into this category. However, hybrid commercial vehicles produced from lead-acid batteries are products for development.
Hybrid electric vehicles powered by supercapacitors are all products for development; however, pure electric vehicles powered by them are all products in their infancy.
The new standard also stipulates that starting products can only be produced in small batches, and demonstration operations will only be carried out under the approved areas, scopes, terms and conditions, and real-time monitoring of the operating status of all products. The products in the development stage are allowed to be mass-produced, can only be sold, used in the approved area, scope, period and conditions, and at least 20% of the operating status of the sales products is monitored in real time. The "Vehicle Production Enterprise and Product Bulletin" management method is the same for mature products and conventional automotive products, and it is the same as conventional automotive products for sales and use.
According to this, Li Shengmao, a researcher of China Investment Advisor New Energy Automobile Industry, pointed out that in accordance with the new standard, BYD's dual-mode electric vehicles that have been listed in the country are lithium-ion battery vehicles. Although they can be mass-produced, they can only be sold within the approved area and scope. Products, which greatly limit the overall promotion of their products. For Changan Jiexun, Chery A5, FAW Pentium, General Grand Hyatt and other brands of HEV cars are currently using nickel-metal hydride batteries, therefore, does not affect its sales and use throughout the country.
Li Shengmao believes that it is a good thing for the country to consider introducing measures to restrict sales in the region based on the perspective of safety. However, this "Management Rules" is implemented until December 2012. During this period, hybrid passenger cars, commercial vehicles powered by lithium-ion battery, commercial vehicles, and pure electric vehicles are all products for development. This means that it can only be sold and used within the approved area, scope, terms and conditions. This will greatly affect the development speed of lithium-battery vehicles, and will, to a certain extent, affect the car companies' enthusiasm for research and development of lithium-battery vehicles, which is not conducive to the development of lithium-battery automobile industry.
Li Shengmao also pointed out that the demand for new energy electric vehicles has been rising in recent years, and the prospects for the development of lithium battery vehicles are the most promising. Therefore, governments and car companies in all countries regard lithium battery vehicles as the key development direction. In this regard, Japan is even more As the strategic focus of new energy vehicles, it will focus on development.
According to Japan’s “Economic Newsâ€, not long ago, Japan will formulate a plan centered on the peripheral groups of the Ministry of Economy, Trade and Industry of Japan. Japan’s Toyota, Nissan, Honda, Suzuki, Mitsubishi, Mazda, Fuji Heavy Industries, Daihatsu, and Yamaha 9 cars and motorcycles Vehicle manufacturers and battery makers such as Sanyo Electric, Hitachi Ltd., Panasonic Battery Industry, Pasona Energy and GSYUASA, together with Tokyo Electric Power Co., Japan Automotive Research Institute, Ministry of Economy, Trade and Industry, Ministry of Land, Infrastructure and Transport, will participate in the implementation Tests to develop a unified lithium battery specification and safety standards. At the same time, the charging method will also be standardized.
In this regard, CIC Advisor Li Shengmao of the new energy automotive industry believes that China's traditional cars have lagged behind Western developed countries for at least 10 years. However, as a new energy industry, new energy vehicles are becoming China's auto industry to catch up with the world’s auto industry. A rare opportunity to "leapfrog" technology. Hopefully, our country's new energy automobile industry will not be tied to the new standards for new energy vehicles that have been enacted this time and will lose the opportunity to emerge in the global auto industry.
