2017 “National Actions on Prevention and Control of Agricultural Non-point Source Pollution”

[ China Agricultural Machinery Industry News ] Recently, the Ministry of Agriculture issued the "Key Work Arrangement for the Prevention and Control of Agricultural Non-point Source Pollution in 2017", and arranged arrangements for the prevention and control of agricultural non-point source pollution throughout the year. In 2017, the agricultural departments at all levels should closely focus on the goal of “one control, two reductions and three basics” and strengthen the governance of outstanding problems in the agricultural environment.

In accordance with the requirements of “key breakthrough, comprehensive management, recycling, and green development”, strengthen policy support, explore effective support policies for agricultural non-point source pollution control, strengthen comprehensive demonstration, and focus on creating provincial and county-level agricultural non-point source pollution prevention and control demonstration systems; Monitor and evaluate, improve the monitoring network, and gradually incorporate the effects of “one control, two reductions and three basics” into the scope of performance appraisal, and resolutely fight the battle against agricultural non-point source pollution.

In terms of work measures, the "Work Arrangement" proposes the implementation of "seven actions":

The first is to promote the zero-growth action of chemical fertilizers and pesticides. Strengthen pilot demonstrations, do a good job in technology condensing and promotion, do a good job in docking agricultural enterprises, and promote social services.

The second is to promote the comprehensive management of aquaculture manure. We will comprehensively promote the treatment and resource utilization of livestock and poultry manure, carry out standardized demonstration of livestock and poultry breeding, demonstration of aquatic aquaculture demonstration farms and demonstration counties, and promote pilot work on pollution control of livestock and poultry aquaculture in Dongting Lake area.

The third is to promote the action of fruit and vegetable tea organic fertilizer to replace fertilizer. Create fruit and vegetable tea organic fertilizer instead of fertilizer demonstration county, and build a green development mechanism for fruit and vegetable tea.

The fourth is to promote the comprehensive utilization of straw. Implement the pilot program for comprehensive utilization of straw, hold the on-site promotion meeting of straw mechanization and returning to the field, and release the top ten models for comprehensive utilization of straw.

The fifth is to promote the comprehensive utilization of plastic film. Explore and promote the zero-growth plan for the use of mulch film in the black soil of Northeast China, and carry out the trial of subsidy for film recycling in the dryland areas such as Northwest China and North China, and carry out demonstration of degradable plastic film test.

The sixth is to promote the promotion of agricultural non-point source pollution prevention and control technology. Develop a number of new technologies, new products and new equipment related to the goal of “one control, two reductions and three basics”, and promote the application of technology.

The seventh is to promote the agricultural green development propaganda. Organize a series of multi-form, multi-channel, green development publicity and reporting activities, hold on-site experience exchange meetings, focus on green technology, and promote green development models.
